EMS Compact adds Connecticut, Arizona, and Alaska

What changed / what to know

On June 1, 2026, the Interstate Commission for EMS Personnel Practice announced that Connecticut, Arizona, and Alaska enacted the Recognition of EMS Personnel Licensure Interstate Compact, bringing participating states to 28 (commission news; press release PDF).

Enactment is not the same as a live Privilege to Practice. Each state still completes administrative implementation — including appointing a Compact commissioner and connecting its EMS licensure system to the National EMS Coordinated Database — before Privilege to Practice is active for its clinicians. The Commission said it will announce operationalization separately for each state (commission news, 1 June 2026).

Connecticut — Public Act 26-13 / HB 5514. Conditional activation: the Compact takes effect, and Privilege to Practice becomes valid, one year after a bordering state also enacts EMS Compact law (commission news). The bordering-state clock start date is UNKNOWN as of 2026-09-21.

Arizona — SB 1235 signed May 22, 2026. Next in line for operationalization after commissioner appointment and database connection (commission news). Operational go-live date: UNKNOWN.

Alaska — HB 110 omnibus. Commission press states statutory participation takes effect January 1, 2027 (commission news / PDF). The emscompact.gov homepage subscribe line also says Arizona and Alaska’s law will be effective by October 1, 2026. Those dates conflict. This page does not pick a live date. The June 1 press described the governor’s signature as anticipated; this page does not state that the signature was final.

As of September 21, 2026, emscompact.gov still lists Privilege to Practice as active in 25 states. Treat Connecticut, Arizona, and Alaska as enacted-pending until the Commission marks them operational.

This is the EMS Compact, not the Nurse Licensure Compact.

Who it affects

EMTs, AEMTs, and paramedics whose home license is in Connecticut, Arizona, or Alaska, and clinicians counting on Privilege to Practice into or out of those states. Emergency Medical Responders are not covered by the Compact. Florida remains a non-member. Texas remains an operational member.

What to do

1. Treat Connecticut, Arizona, and Alaska as enacted and not operational for Privilege to Practice until emscompact.gov lists them as active.
2. Do not plan on an Arizona or Alaska go-live date. The homepage banner and the June 1 press do not agree, and the Commission said it will announce operationalization separately.
3. Do not start a Connecticut one-year clock. It begins only after a bordering state enacts the Compact, and that date is UNKNOWN as of September 21, 2026.
4. If your Home State is already operational, Privilege to Practice still follows that license. It is not a separate Compact renewal.

Verification caveats

• Arizona and Alaska operational go-live dates are UNKNOWN. The homepage subscribe line (“effective by October 1, 2026”) conflicts with the June 1, 2026 press (Alaska statutory participation January 1, 2027; Arizona pending a separate announcement).
• Alaska governor signature was described as anticipated at the June 1 press. Do not cite it as final from this page.
• Connecticut’s bordering-state activation clock has no confirmed start date as of 2026-09-21.
